I am trying to color this cartoon picture I drew. I've already scanned it into the computer but do not have any idea how people can clean the scanned image and color it. Is it photoshop? Q. I see people on here that rant on and on about health care justifying it by having schools, firefighters, police etc. Do people realize that these are at the local and state level and NOT the federal level. When me town talks about the police, firefighters and schools (which I might add we are an independent school here) we do it at the city council meeting and the people in the town decide what to do, not some Washington bureaucrat.
