What state has the best in-state resident program for their state universities?
Q. I live in the Virgin Islands and am graduating from high school this year. I applied to six colleges in the states but I may not get enough aid money at any of them. My parents and I thought maybe I could work in the states for a year to establish residency and then attend a state school. I have good grades and high standardized test scores.

A. There is more to becoming a resident of a state that simply "working" there for a year. Laws are set up specifically to keep you from doing this. So instead of asking which state has the best deals, you need to be asking which state has the most lax rules regarding residency. Many states have minimum age requirements to NOT go by your parents state of residence, Some require you be 21 and some are even as high as 24 years old. I have seen this been tried many times before and 99.9% of the time it fails. You turn in all your stuff to the school in the state you have tried to gain residency at and you still get turned down... usually because you don't understand or ignore a portion of the law buried deep in jargon. Working in a state with no state income tax while living in a state with a state income tax?
Q. I live in Minnesota and I am going to be going to work for a cruise line in Florida soon, for the next 6 months onboard a cruise ship. Florida does not have a state income tax, Minnesota does. Do I have to pay income tax on money earned in Florida to Minnesota? Or do I just pay what is earned in Minnesota to Minnesota? Thank you for your responses.

A. If you intend to return to Minnesota after your absence, then Minnesota considers your out of state income to be taxable to Minnesota. You would file a resident return and declare all income as Minnesota income. If you move out of Minnesota with the intention of not returning to Minnesota, then you would file a part-year resident return. Only the income attached to Minnesota (not the cruise ship income) would be taxable to Minnesota.

What are the differences between laws from state to state in the US?
Q. For example, I have a government teacher for the college course who is also a clerk of the court here in Ohio. She says each state has different laws, but what type laws could differ from state to state? For example, you can't steal or commit violent offenses or drug related offenses and you can't have excessive speed on the road in every state while driving. I don't know if it's the final punishment of the law you break when you are convicted or what? Hopefully my question made sense to you all who want to answer it lol. Thanks.

A. There are 50 states, and each has hundreds of laws. That makes tens of thousands of differences between those laws, probably millions if we consider all the provisions of each law. Definitions of crimes differ, criteria differ, sentences differ, etc etc. Most common crimes are pretty basic. Murder is murder, for instance. But some states say self defense is allowed, some allow use of deadly force in more situations than others, some differ on what age is considered old enough to face adult charges, some allow for an additional category of 'hate crimes', some allow the death penalty, some do not. Every state is different, in other words.
